About SARC
The Single Audit Resource Center (SARC) is a resource library and association of professionals focused on improving the efficiency, quality, and profitability of single audit engagements. We collect publicly available information from various government agencies, including the US Census Bureau, the US Treasury, the White House, the IRS, and the Catalog of Federal Domestic Assistance (CFDA). SARC also sponsors a national online forum for practitioners to network and discuss audit and accounting issues.

How We Add Value
We create value by organizing, analyzing, and presenting information in a meaningful way to facilitate business decisions and decrease risk. We can help answer questions, such as:
  • Is my client missing any direct federal grants on their SEFA?
  • Should ABC organization be a single audit?
  • Is a particular federal program in the compliance supplement, and where can I download just the relevant sections, instead of a thousand of pages?
  • Should a particular program be considered part of the R&D Cluster?
  • Can I easily find a copy of a federally funded non-profit or government financial statements?

Agenda
We would like to create the following tools as time and resources permit:

  • A compliance and grant activity monitoring tool. You could use this tool to watch an organization. You would receive a notice when the organization's data collection form is made available on SARC, or when we see that the entity received a new federal grant award action.
  • A SEFA preparation tool. We could build a tool that could help NPO/GOV organizations to prepare their SEFA online. The tool would help by grouping awards into the correct clusters. It could compare the SEFA to direct federal award data from USASpending.gov to help ensure that no programs were missed. It could also look at which programs were recently tested as major via past data collection form submissions and identify which programs would likely be audited in the current audit.
  • A major program determination tool. This tool would allow auditors to request their clients to send their SEFA through SARC. The tool could automatically validate program names, cfda numbers and group programs into clusters. It could compare the SEFA to direct federal award data from USASpending.gov to help ensure that no programs were missed. It could also look at which programs were recently tested as major via past data collection form submissions and identify which programs should be tested during the current audit. The tool sould also be able to export the SEFA in excel in a format that is ready to upload to the federal audit clearing house.
  • A reference library tool. This tool would allow professionals to easily find financial statements from NPO/GOV organizations who have submitted data collection forms. For example members could use the tool to find financial statements from organization's who have adopted new accounting standards, or financial statements from certain types of entities.
    Status update: We have put together a library of issued financial statements of entities that have early adopted accounting standards. That library is available here.
